UMass Medical School health reform expert to discuss financing public university-state partnerships in webinar

A UMass Medical School health reform expert will discuss practical issues concerning the funding of public University-State Partnerships in a webinar hosted by Public University Medicaid Partnerships Feb. 2.

The webinar, “Demystifying University-State Partnership Funding Models,” will be presented by Jean C. Sullivan, JD, associate vice chancellor of UMass Medical School’s Commonwealth Medicine division, and Lorin Ranbom, director of the Ohio Colleges of Medicine Government Resource Center. Sullivan and Ranbom will present on the structural and financial components of partnerships, including such topics as where university activity falls within the Medicaid program, how federal financial participation (FFP) works, which activities are eligible for FFP and how universities are compensated. The webinar will be held from 2 to 3 p.m.

Sullivan, a leader in Massachusetts health reform for more than 25 years, is founder and director of Commonwealth Medicine’s Center for Health Law and Economics. She is an expert in state health reform initiatives, Medicaid and Social Security laws, disability benefit programs, and financing for the uninsured and free care.

Public University Medicaid Partnerships is a joint endeavor of Commonwealth Medicine and the Ohio Colleges of Medicine Government Resource Center (GRC). Commonwealth Medicine and the GRC have collaborated to promote the benefits of partnerships between public university systems and state agencies responsible for administering state health care programs.
