The MassHealth Waiver Extension for State Fiscal Years 2015–2019: Foundation for Coverage, Engine for Innovation

This issue brief summarizes the key terms and conditions of the extension of a federal Section 1115 demonstration waiver for MassHealth, the Massachusetts Medicaid program. MassHealth has operated as a “Section 1115 Demonstration Project” since 1997, which has allowed the Commonwealth to experiment with innovative strategies for delivering and financing health care for many of its Medicaid-eligible residents.
